Heat 1 tbsp oil in a pan over medium heat. Add mustard seeds and let them splutter, then add urad dal and sauté until golden.
Add chopped onions, grated carrot, green chili, and curry leaves. Sauté for 2–3 minutes until onions soften but retain some bite.
Turn off the heat, allow the mixture to cool slightly, and mix it into the idli/dosa batter. Stir in salt evenly.
Grease each cavity of a paniyaram pan with remaining oil and preheat it on medium heat for 2 minutes.
Pour the batter into each mold, filling 3/4 full. Cook covered on low-medium heat for 3–4 minutes until bottoms are golden brown, then carefully flip and cook the other side 2–3 minutes until cooked through and crisp.
