Pour whole milk into a heavy saucepan and bring to a simmer over medium heat, stirring frequently to prevent scorching. Simmer until reduced by 1/3, about 22–25 minutes.
Whisk in the granulated sugar and ground cardamom, then continue simmering gently until the mixture thickens and reaches a rich, creamy consistency. Stir constantly at this stage to avoid sticking.
Remove the crusts from the bread slices. Using a rolling pin, flatten each slice evenly, ensuring a uniform thickness for even soaking later.
Layer the flattened bread slices in a deep serving dish, slightly overlapping. Pour the hot milk mixture evenly over the bread, making sure each slice is well coated and saturated.
Chill the assembled dessert in the refrigerator for at least 60 minutes. Before serving, whip the heavy cream until soft peaks form and spread it gently over the top. Garnish with chopped pistachios and slivered almonds, then drizzle with rose water.
