Soak the fried chicken feet in icy cold water for 1 hour to achieve tender, gelatinous skin.
Prepare a steaming basket. Mix together soy sauce, oyster sauce, sugar, Shaoxing wine, dark soy sauce, sesame oil, white pepper, minced garlic, and chopped scallions in a bowl to make the sauce.
