Combine the bulgur wheat with 2 cups hot water in a bowl, cover, and let soak for 20 minutes until the water is absorbed and the bulgur is tender.
While the bulgur rests, heat 1 tsp canola oil in a skillet over medium heat. Add half the chopped onion and sauté for 3 minutes until just translucent.
Add ground beef, 1 tsp kosher salt, cumin, pepper, and allspice. Cook, breaking up the meat, for 7 minutes or until no pink remains. Remove from heat and cool slightly.
Drain any excess water from the hydrated bulgur. Stir in the remaining onion, parsley, mint, flour, egg, and 1 tsp salt. Mix thoroughly until a sticky dough forms.
With lightly oiled hands, take 1/3 cup of bulgur mixture, form a ball, and flatten; spoon 2 tbsp meat filling into the center, then enclose and shape into a football. Repeat for all portions.
Heat canola oil in a deep skillet to 350°F (medium-high heat). Fry kibis in batches for about 3–4 minutes per side until crisp and deep golden brown. Drain on paper towels.
Let cool for 5 minutes; serve warm with lime wedges or fresh salsa if desired.
