Rinse hilsa fish steaks gently under cold water, pat dry, and rub evenly with turmeric powder and half the salt. Set aside for 10 minutes.
In a small bowl, soak black mustard seeds in 3 tbsp of warm water for 10 minutes, then grind them to a coarse paste.
Heat mustard oil in a wide pan over medium heat until just beginning to smoke, ensuring not to burn it, then lower to medium-low and add the mustard paste.
Add the marinated fish, remaining salt, and whole green chilies. Spoon oil and sauce over the steaks gently. Cover and simmer on low heat for 12–15 minutes, turning fish once midway without breaking steaks.
Allow the gravy to thicken slightly while simmering uncovered on low for 2 more minutes. Taste for seasoning and serve hot.
