Preheat oven to 350°F (175°C). Lightly grease a large casserole dish with 1 tbsp olive oil.
Season both sides of the pork chops with 1 tsp salt, black pepper, garlic powder, and paprika.
In a large skillet over medium-high heat, add remaining olive oil and quickly sear pork chops for 2 minutes per side to develop flavor; transfer to a plate.
In the prepared casserole, combine rice, chicken broth, onion, celery, dried thyme, and remaining 0.5 tsp salt. Stir together well and spread evenly.
Arrange the seared pork chops on top of the rice mixture, pressing them gently into the liquid. Cover tightly with foil and bake for 45 minutes.
Remove the foil and continue baking for an additional 15 minutes, or until most of the liquid is absorbed and the pork chops are cooked through (internal temp 145°F).
Let the casserole rest uncovered for 10 minutes before serving to allow the rice to finish absorbing moisture and flavors.
