Combine the all-purpose flour, salt, and sugar in a mixing bowl. Gradually add warm water while stirring until a shaggy dough forms.
Knead the dough on a lightly floured surface until it's smooth and elastic, about 6 minutes. Cover and let it rest for 20 minutes to relax the gluten.
Divide the dough into 4 pieces. Roll each piece into a thin oval. Brush each with vegetable oil, then sprinkle generously with sesame seeds and thinly sliced scallions.
Roll the oiled dough up like a jelly roll, then coil it into a round spiral. Gently flatten each coil with your palm or a rolling pin to about 1/4 inch thick, keeping sesame seeds embedded on top.
Heat a skillet over medium heat. Place one flatbread at a time in the dry skillet. Cook for 3–4 minutes per side, pressing occasionally, until golden brown and flaky. Adjust heat if browning too fast.
