Slice beef flank steak thinly across the grain and toss with soy sauce, cornstarch, and a pinch of salt; let marinate for 10 minutes.
Heat a large skillet or wok over medium-high until very hot, then toast cumin seeds dry for 1 minute until fragrant. Remove and set aside.
Increase heat to high, add 1 tbsp cooking oil, then stir-fry the marinated beef in a single layer for 2–3 minutes until just cooked. Remove beef and set aside.
Add remaining oil to pan. Stir-fry garlic, yellow onion slices, and dried chilies on high heat until onions begin to caramelize, about 2 minutes.
Return beef and cumin seeds to the skillet, add black pepper and remaining salt, toss everything together over high heat for 1 minute, then add green onions and quickly stir until just wilted. Serve hot.
