In a heavy-bottomed pan over medium heat, pour in the whole milk and bring it to a gentle boil, stirring occasionally to prevent scorching.
Once boiling, reduce heat to medium-low and add the milk powder, stirring constantly to fully dissolve without forming lumps.
Add the unsalted butter and continue stirring the mixture, cooking until it thickens and starts leaving the sides of the pan; this can take 25–30 minutes, so monitor closely for browning.
Gradually add sugar, stirring well as the mixture caramelizes slightly; keep the flame low to avoid burning and cook until the mixture turns a deep golden brown.
Sprinkle in the cardamom powder, mix thoroughly, then remove from heat. Allow it to cool slightly until safe to handle, then roll into small, firm balls or ovals. Let them cool completely before serving.
