Preheat your oven to 350°F (175°C). Grease and line two 8-inch round cake pans with parchment paper for even release.
In a large mixing bowl, sift together flour, cocoa powder, sugar, baking powder, baking soda, and salt for an even texture.
Add eggs, milk, vegetable oil, and 1 teaspoon vanilla extract to the dry mixture. Beat on medium speed for 2 minutes until well combined. Stir in boiling water to create a thin batter.
Pour the batter evenly into prepared pans. Bake for 32–35 minutes, or until a toothpick inserted in the center comes out clean. Let cakes cool in pans for 10 minutes before transferring to a wire rack to cool completely.
