In a deep mixing bowl, combine all-purpose flour, 1/2 tsp salt, and gradually add water to form a soft, non-sticky dough for the pooris; knead for 5 minutes and cover with a damp cloth.
Heat 2 tbsp oil in a skillet over medium heat; add mustard seeds and cumin seeds, letting them sizzle for a few seconds before adding chopped onions, green chili, and ginger. Fry until onions are soft.
Add turmeric powder and the mashed potatoes to the skillet, mix gently, adjust salt, and cook for 3-4 minutes over low-medium heat. Finish with fresh cilantro and keep warm.
Divide the dough into small lemon-sized balls; roll each into a 4-inch disk. In a deep pot, heat 2 cups oil to 350°F. Fry each rolled poori until puffed and golden, about 30-40 seconds per side. Drain on paper towels.
