Rinse the rice in a fine mesh strainer under cold water until the water runs clear; drain thoroughly to remove excess starch.
Heat the vegetable oil in a medium saucepan over medium heat. Add the rice and saute, stirring constantly, until the grains turn opaque and light golden, about 2-3 minutes.
Add the chopped onion and minced garlic. Continue to cook for 1 minute until fragrant but do not let the garlic brown.
Pour in the water and stir in the kosher salt. Increase heat to bring to a boil.
Once boiling, reduce heat to low, cover, and simmer gently for 15-18 minutes until the liquid is absorbed and the rice is tender.
Remove from heat and let the rice stand, covered, for 5 minutes to continue steaming. Fluff with a fork before serving.
