In a mixing bowl, combine all-purpose flour, baking soda, and unsalted butter. Mix thoroughly with your fingers until the flour resembles coarse breadcrumbs.
Add yogurt and gradually pour in water, kneading gently for 5–7 minutes to form a soft dough. Cover with a damp cloth and let rest for 20 minutes.
Divide dough into 8 equal portions. Shape each piece into a ball, then flatten gently and press a small indentation at the center to get the signature Badusha look.
Heat vegetable oil in a heavy-bottomed pan over medium heat. Lower the shaped Badusha pieces into oil, then reduce heat to low. Fry slowly for 6–8 minutes per batch, turning occasionally, until golden brown and crisp. Remove and drain on paper towels.
For sugar syrup: Combine sugar, water, and cardamom powder in a saucepan. Bring to a boil over medium heat, then simmer until you reach a sticky one-thread consistency. Stir in lemon juice.
