Mix in salt, cumin seeds, and crushed black pepper. Gradually pour in water while stirring to form a thin, flowing batter; let it rest for 20 minutes to allow flavors to meld.
Heat a large nonstick or cast-iron skillet over medium-high heat. Once hot, drizzle a little oil and ladle a thin layer of batter from the outside in, creating a lacy pattern.
