Rub the pork belly thoroughly with salt, Shaoxing wine, and white pepper, then refrigerate uncovered for 2 hours to dry and marinate.
Line a wok bottom with rice and tea leaves, place a rack over top, and set pork belly skin-side up on the rack.
Cover tightly and smoke the pork over medium heat for 30–40 minutes until deeply amber and aromatic, then set aside to cool.
Slice the smoked pork thinly. Heat a wok over high and add sliced ginger and garlic; stir-fry until fragrant.
Add the pork slices to the wok, stir-fry briefly to render some fat, then toss in scallions and long green pepper, cooking just until peppers are crisp-tender. Add soy sauce and sugar, stir and serve hot.
