Heat 1 tbsp oil in a large skillet on medium heat. Add semolina and roast, stirring frequently, until lightly golden and aromatic (about 4 minutes). Remove and set aside.
Add the remaining 1 tbsp oil to the skillet. Once hot, add mustard seeds; let them crackle. Stir in curry leaves, cashews, and chopped green chili, sauté for 1 minute.
Add finely chopped onion, carrot, and green peas. Sauté for 3-4 minutes until vegetables soften slightly but retain some bite.
Pour in water and add salt. Increase the heat to bring the mixture to a gentle boil.
Gradually stir in the roasted semolina, ensuring constant stirring to prevent lumps. Reduce heat to low, cover, and cook for 5 minutes until water is absorbed and the upma is fluffy. Remove from heat and let rest for 2 minutes before serving.
