Pour goat's milk into a heavy-bottomed pot and set over medium heat, stirring occasionally to prevent scorching.
Add sugar and baking soda, stirring until completely dissolved. Increase heat slightly to bring to a gentle simmer.
Maintain a steady simmer, stirring often, until the mixture thickens and deepens to a caramel color, 35–45 minutes. Scrape the bottom frequently to avoid burning.
Once the mixture turns rich golden and thick ribbons form, stir in vanilla extract and the whole pecans. Continue stirring for 5 more minutes for even distribution.
Remove from heat, let cool for 5–10 minutes, then spoon portions onto parchment paper. Allow each piece to set and individually wrap once fully cooled.
