Toast mustard and poppy seeds in a dry skillet over medium heat for 2–3 minutes, stirring frequently until fragrant; let cool.
In a blender, combine the toasted seeds with green chili and 1/4 cup water; blend until a smooth paste forms.
Heat mustard oil in a wide pan over medium heat, then add cumin seeds and let them sizzle for 30 seconds.
Add diced potatoes and eggplant; sprinkle with turmeric and salt. Sauté for 5 minutes, stirring to coat the vegetables evenly.
Add the ground mustard-poppy paste and remaining water. Stir well; nestle fish fillets gently into the sauce.
Cover and simmer on low heat for 12–14 minutes, until the fish is opaque and the vegetables are tender—avoid stirring too much to keep fish pieces intact.
Remove from heat, adjust salt if needed, and let rest 3 minutes before serving warm with rice or as is.
