Heat the vegetable oil in a large skillet over medium-high heat until shimmering, but not smoking.
Add the chopped onion and diced carrot; sauté for 3–4 minutes until onion turns translucent and carrot softens slightly.
Add minced garlic and cook for 1 minute, stirring constantly to prevent burning.
Add the ground beef, season with salt, black pepper, cumin, and oregano. Cook, breaking up the meat, until fully browned and no longer pink—about 6–7 minutes.
Stir in the diced tomatoes and bring to a gentle simmer. Lower the heat to medium, cover, and cook for 5 minutes so flavors meld.
Mix in the green peas, cover, and cook on low for an additional 5 minutes until peas are tender but still bright green.
Taste and adjust seasoning if needed. Remove from heat and serve hot with rice or tortillas.
