Remove stems and seeds from all dried chiles. Toast the chiles on a dry skillet over medium heat for 1-2 minutes per side until aromatic but not burned.
Transfer toasted chiles to a heat-proof bowl and cover with just-boiled water; soak for 15 minutes to soften.
Meanwhile, sauté onion and garlic in 1 tbsp olive oil over medium-low heat for 5-7 minutes until translucent and fragrant but not browned.
Drain chiles, then place in a blender with softened onion, garlic, apple cider vinegar, oregano, cumin, salt, black pepper, and remaining oil; blend thoroughly until fully smooth. Add 2-3 tbsp soaking liquid if needed for texture.
Pour the blended adobo into a small saucepan and simmer over low heat for 10 minutes, stirring occasionally, to merge flavors and reduce excess moisture. Let cool before using or storing.
