Soak the poppy seeds in warm water for 30 minutes to soften, then drain and blend into a smooth paste using as little water as possible.
Peel and finely grate the potatoes and onion. Finely chop the green chilies.
In a mixing bowl, combine the poppy seed paste, grated potato, onion, green chilies, rice flour, turmeric powder, and salt. Mix well to form a thick batter.
Heat the mustard oil in a deep skillet over medium heat. Once hot, add cumin seeds and let them splutter for extra aroma.
