Combine all-purpose flour, baking powder, and unsalted butter in a large bowl, rubbing until the mixture resembles breadcrumbs.
Pour in milk gradually, kneading into a soft but not sticky dough; cover and let rest for 15 minutes to allow gluten to relax.
Roll out the dough to about 1/4-inch thickness on a lightly floured surface, then cut into diamond or square shapes for uniform frying.
In a heavy pan, heat canola oil over medium heat (325–340°F). Fry shaped dough in batches, turning often for 7–9 minutes, until puffed and golden. Remove to a wire rack to drain.
While frying, make the sugar syrup: Combine sugar and water in a saucepan, bring to a boil, then simmer for 7–8 minutes until slightly thickened. Remove from heat, stir in cardamom powder.
Dip fried pieces immediately into warm syrup, coating all sides, and transfer to a tray lined with parchment to set until the syrup crystallizes.
