Preheat oven to 350°F. Grease a 9x13-inch baking pan.
Sift together flour, baking powder, and salt in a bowl; set aside.
In a mixer, beat eggs and granulated sugar on high speed until thick and pale, about 5 minutes; add vanilla extract.
Gently fold dry ingredients into egg mixture. Combine milk with melted butter; stir into batter just until incorporated.
Pour batter into pan and bake for 25-28 minutes, until top springs back when touched; cool completely.
Poke holes all over cake with a fork. Whisk sweetened condensed milk, evaporated milk, and 1/2 cup heavy cream; slowly pour over cake allowing it to absorb.
Chill cake at least 1 hour. Whip remaining 1/2 cup heavy cream with powdered sugar to stiff peaks.
