Clean the mussels by scrubbing them under cold running water and removing any beards; discard any that stay open when tapped.
In a large pot, heat the olive oil over medium heat, then add the sliced garlic and black pepper; gently sauté for 1 minute until fragrant but not browned.
Increase the heat to high, add the cleaned mussels, and sprinkle with sea salt. Immediately cover with a tight-fitting lid.
