In a large mixing bowl, combine all-purpose flour, baking powder, baking soda, sugar, salt, and yogurt. Mix in water as required and knead into a soft dough. Brush the dough with 1 tbsp ghee, cover, and let it rest 45 minutes.
While the dough rests, mash the boiled potatoes smoothly. Add chopped cilantro, chopped green chili, ajwain seeds, red chili powder, and a pinch of salt. Combine for an even filling.
Divide the rested dough into 4 equal balls. Flatten each, place potato filling in the center, and carefully seal and shape into a ball again.
On a lightly floured surface, gently roll each filled ball into a 6-inch oval or round disc, taking care not to tear the dough and keeping the filling evenly distributed.
Heat a cast iron skillet or tawa over medium-high heat. Place the shaped kulcha, cook until bubbles form, then flip and cook the other side. Brush both sides with remaining ghee, pressing gently for spots and golden crust. Serve hot immediately.
