Heat the vegetable oil in a large non-stick skillet over medium-high heat. Once hot, sprinkle in the cumin seeds and let them sizzle until fragrant, about 30 seconds.
Add the chopped green chili to the skillet, sautéing for 1 minute to infuse the oil with mild heat.
