Pat the beef tips dry with paper towels and season with half the kosher salt and black pepper.
Heat olive oil in a large skillet over medium-high heat. Add the beef tips and sear undisturbed for 2–3 minutes until browned, then flip and brown the other sides. Remove beef to a plate; do not overcrowd the pan.
Reduce heat to medium. Add onions and both bell peppers to the skillet, sautéing for 4–5 minutes until softened and lightly caramelized.
Add minced garlic and cook for 30 seconds until fragrant, stirring constantly to avoid burning.
Stir in chile powder, cumin, remaining salt, and canned diced tomatoes. Return beef tips and any accumulated juices to the pan. Simmer uncovered for 5–7 minutes on medium-low, stirring occasionally, until the sauce thickens and beef is tender.
