Soak guajillo and arbol chiles in 2 cups hot water for 15 minutes until softened, then blend with garlic into a smooth paste.
In a large pot over medium heat, sauté onion in a splash of water until translucent, about 4 minutes.
Add diced carrot, celery, tomatoes, and potato to the pot; cook, stirring frequently, for 5 minutes.
Stir in the chile paste, oregano, cumin, bay leaf, salt, and black pepper. Cook over medium-low heat for 3 minutes to bloom flavors.
Add the manta ray fillet and 4 cups water. Bring to a gentle simmer, cover, and cook on low for 35–40 minutes until the manta ray is very tender.
Remove bay leaf, add shrimp, and simmer uncovered for 5–6 minutes over medium heat, until shrimp are just opaque and broth is rich. Adjust seasoning before serving.
