Pat the beef cubes dry with a paper towel, then season with half of the salt and black pepper.
Heat vegetable oil in a large Dutch oven over medium-high heat. Brown the beef cubes in batches for 5-6 minutes per batch, ensuring even browning. Transfer browned beef to a plate.
Lower heat to medium. Add diced onion and bell pepper; sauté for 3-4 minutes until softened, scraping up any browned bits. Stir in garlic and cook for 1 minute.
