Heat 1 tbsp olive oil in a large skillet over medium-high heat until shimmering but not smoking.
Add diced red onion and sauté for 2-3 minutes until softened, stirring occasionally.
Add the ground turkey, breaking it up with a spatula, and cook on medium-high heat until no pink remains, about 5-6 minutes.
Sprinkle chili powder, cumin, garlic powder, salt, and black pepper over the turkey. Reduce heat to medium and cook for 2 more minutes, stirring well to coat all pieces evenly.
Lay out clean, dry romaine leaves. Spoon turkey mixture into each leaf, then top with cherry tomatoes and avocado slices. Serve immediately so lettuce stays crisp.
