Bring a large pot of salted water to a boil over high heat and cook elbow macaroni until just al dente, about 6 minutes. Drain and set aside.

Slowly whisk in whole milk, maintaining medium heat. Cook, stirring frequently, until the sauce thickens and just begins to bubble, about 4–5 minutes.
