In a blender, combine soaked poppy seeds, sliced onion, and green chilies. Blend with short pulses and scrape the sides often, using minimal water, until a thick, smooth paste forms.
In a medium skillet, heat the mustard oil over medium heat until it begins to shimmer, then reduce heat to medium-low to avoid burning the poppy paste.
Add the blended paste, turmeric, salt, and sugar to the oil. Sauté for 4–5 minutes, stirring constantly for even cooking, until the raw aroma fades.
Continue cooking the mixture on low heat for another 7–8 minutes, stirring occasionally, until oil starts to separate and the paste thickens to a spreadable consistency. Adjust seasoning as needed and serve warm.
