Mix the water chestnut flour with 1 cup of water in a bowl, stirring until smooth with no lumps. Set aside.
In a saucepan over medium heat, combine 2 cups of water, sugar, and salt. Stir gently and bring just to a simmer until sugar dissolves, about 2 minutes.
Gradually pour the flour mixture into the simmering syrup, stirring constantly to prevent lumps. Reduce the heat to low.
Continue stirring for 4–5 minutes until the mixture thickens and turns translucent. Add diced water chestnuts and fold gently to evenly distribute.
Pour the jelly mixture into a lightly greased square dish. Smooth the top surface and let it cool to room temperature, then refrigerate for at least 2 hours until fully set.
Once chilled and firm, cut the jelly into cubes and serve cold for optimal crunch and texture.
