Gradually pour the cooled syrup into the flour mixture, stirring constantly to form a smooth batter without dry patches.
Fold in fresh osmanthus flowers and vegetable oil. Gently mix for even aroma distribution without overmixing.
Transfer the batter into a lightly oiled 8-inch cake pan. Tap pan on counter to remove air bubbles and smooth surface.
Steam over medium heat for 50–60 minutes, maintaining steady steam. Start checking doneness at 50 minutes with a skewer.
Remove from steamer and let cool to room temperature on a rack. Once cool, cut into pieces and serve.
