Pat duck breast dry and season with black pepper; roast in the oven at 400°F for 20–25 minutes until cooked through but still moist, then shred using two forks.
Thinly slice scallions and carrot; toss together with bean sprouts for added crunch.
In a skillet over medium heat, sauté shredded duck with scallions, carrot, bean sprouts, soy sauce, hoisin sauce, and sesame oil for 3–4 minutes, stirring constantly to avoid sticking.
Lay each spring roll wrapper flat; add a generous spoonful of duck mixture, then tuck in sides and roll tightly. Seal edge with a dab of water.
Heat vegetable oil in a deep skillet to 350°F; fry rolls in batches for 2–3 minutes each until golden and crispy, turning occasionally. Drain on paper towels before serving.
