Rinse the basmati rice thoroughly, then cook it with 2 cups of water in a saucepan over medium heat until fluffy. Keep warm and covered.
In a mixing bowl, whisk together plain yogurt and chickpea flour until completely smooth. Gradually add 2 cups water, stirring constantly to avoid lumps.
Heat 1 tbsp oil in a heavy-bottomed pot over medium flame. Add cumin seeds and mustard seeds, let them splutter for about 30 seconds. Immediately add grated ginger, minced garlic, chopped green chili, and curry leaves; sauté until fragrant, about 1 minute.
Add chopped onion, sauté for 2–3 minutes until translucent, then sprinkle in turmeric and red chili powder. Pour the yogurt-besan mixture in, stirring constantly at medium-high to prevent curdling.
Season with salt. Bring the curry to a gentle simmer, reduce heat to low, and cook uncovered for 20–25 minutes, stirring occasionally, until thickened and glossy. Pour remaining 1 tbsp oil over the top, mix gently, and serve hot over steamed rice.
