Rinse and soak 1 cup whole green mung beans with 2 tbsp rice in plenty of water for at least 6 hours or overnight for best softness.
Drain the soaked beans and rice, and transfer to a blender. Add 2 green chilies, 1-inch chopped fresh ginger, and 1 medium onion, then blend into a smooth, pourable batter using minimal water.
Transfer batter to a bowl; mix in 1 tsp cumin seeds, 2 tbsp chopped fresh cilantro, and 1 tsp salt. Rest for 10 minutes to let the flavors meld.
Heat a non-stick skillet over medium-high heat and drizzle lightly with oil. Pour a ladleful of batter, spreading gently and evenly into a thin circle.
Drizzle a little oil (about 1 tsp) along the edges. Cook until the underside is golden-brown and edges begin to lift (about 2–3 minutes), then flip carefully and cook the other side for 1 more minute. Repeat for all batter.
