Preheat oven to 375°F (190°C) and lightly oil a baking dish.
Slice the tops off the tomatoes and carefully hollow them out, reserving the pulp and juice.
Chop the tomato pulp and mix it in a bowl with rice, basil, parsley, minced garlic, olive oil, salt, and pepper.
Stuff each tomato with the rice mixture, gently pressing to pack and leaving some room for rice expansion; place them in the prepared baking dish.
Drizzle a bit more olive oil over the tomatoes, cover loosely with foil, and bake for 45–50 minutes, removing foil for the last 10 minutes to lightly brown the tops; test rice for tenderness before serving.
