Boil the russet potatoes until fork-tender, about 20–25 minutes, drain, and let cool slightly.
Peel potatoes and mash them smoothly. Stir in pecorino cheese, finely chopped fresh mint, 1 tsp salt, and black pepper.
Mix all-purpose flour with remaining salt and the egg. Gradually add water and knead until you have a soft, elastic dough. Let rest for 20 minutes, covered.
Roll the dough thinly on a lightly floured surface and cut out 3-inch circles. Place a spoonful of filling in the center of each circle.
