Heat a medium saucepan over medium heat and add the dalia (cracked wheat). Roast it dry for 3–4 minutes, stirring frequently until it emits a nutty aroma and turns lightly golden.
Add water to the roasted dalia. Increase the heat to high, bring to a boil, then reduce to low and simmer, covered, for 8–10 minutes until the dalia softens, stirring occasionally.
Pour in the milk and stir well. Cook uncovered on a gentle simmer for another 10 minutes, allowing the mixture to thicken and become creamy. Stir occasionally to prevent sticking.
Add raisins, salt, and cardamom powder. Cook for 2 more minutes, ensuring the raisins plump up and the porridge is well-scented.
