Heat 2 tbsp olive oil in a large pot over medium-high heat. Once shimmering, add diced onion and red bell pepper. Cook for 5 minutes, stirring frequently, until softened.
Add ground beef and break up with a wooden spoon. Cook for 7–8 minutes, stirring occasionally, until browned and no longer pink.
Add minced garlic, chili powder, ground cumin, smoked paprika, salt, and black pepper. Stir well, let spices bloom for 2 minutes over medium heat.
Add kidney beans, black beans, and diced tomatoes. Stir thoroughly to combine all ingredients. Bring mixture to a simmer over medium-high heat.
