Heat oil in a large nonstick skillet over medium heat. Once shimmering, add mustard seeds and let them crackle for 30 seconds.
Mix in cumin seeds, chana dal, and urad dal. Sauté on medium-low until the dals turn golden and aromatic, about 1–2 minutes.
Add dried red chili and curry leaves, stirring quickly for 20 seconds until their aroma is released.
Stir in the chopped green beans and grated carrot. Sprinkle with salt, mix well, and sauté over medium-high for 2 minutes.
Reduce the heat to low, cover, and cook for 8–10 minutes, stirring once halfway, until vegetables are tender but not mushy.
Uncover, raise the heat, and sauté for another minute to evaporate excess moisture.
Turn off the heat, sprinkle shredded coconut evenly, and toss to combine before serving hot.
