Heat a large skillet over medium-high heat. Add the ground beef and cook, breaking it up with a spoon, until browned and just cooked through, about 5–6 minutes.
Drain excess fat if necessary, then add the diced onion and green bell pepper. Cook over medium heat, stirring frequently, until vegetables are softened, about 3–4 minutes.
Reduce heat to medium-low. Stir in ketchup, tomato paste, brown sugar, Worcestershire sauce, yellow mustard, garlic powder, salt, and black pepper. Mix well to coat the beef evenly.
