In a large mixing bowl, combine chickpea flour, salt, turmeric, and black pepper. Mix well to distribute the seasonings evenly.
Gradually whisk in the water to the dry ingredients, stirring constantly to form a smooth, lump-free batter of pourable consistency.
Add chopped onions, tomatoes, cilantro, green chili, and cumin seeds to the batter, mixing thoroughly. Let the batter rest for 5 minutes to hydrate.
Heat a nonstick skillet or griddle over medium flame and add about 1/2 tsp oil, spreading to coat the surface evenly.
Pour a ladleful of batter onto the hot skillet, spreading it outward in a circle about 6 inches wide. Cook on medium heat for 2-3 minutes until the bottom is golden and small bubbles appear on the surface.
