Heat 2 tbsp olive oil in a heavy-bottomed pan over medium heat. Add finely chopped onion and cook until translucent, about 4 minutes, stirring frequently.
Add minced garlic and Arborio rice; toast the rice for 2–3 minutes, stirring to coat grains evenly and ensuring they don’t brown.
Pour in white wine and stir until evaporated. Begin adding warm fish or vegetable stock, one ladle at a time, stirring gently. Keep the heat at a consistent simmer and don’t rush the process.
After 10 minutes, add cleaned mussels and clams directly into the pan. Cover and cook for 4–5 minutes until shells open, discarding any unopened.
Stir in shrimp, salt, pepper, and remaining olive oil. Continue to add stock as needed, stirring gently, until rice is creamy but al dente and seafood is cooked through—about 8 more minutes.
Remove from heat, stir in chopped parsley and lemon zest for freshness. Taste and adjust seasoning as needed. Serve immediately for best texture.
