Soak the chana dal and rice together in water for at least 6 hours or overnight for perfect softness and fermentation.
Drain the soaked mixture and blend with yogurt, green chili, and a little water to achieve a thick, smooth batter.
Mix in salt and turmeric powder; allow the batter to rest covered in a warm spot for 1 hour to develop light fermentation.
Just before steaming, stir in baking soda and lemon juice; pour the batter into an oiled tray for even steaming.
Steam the batter over medium-high heat for 20–22 minutes, making sure not to overcook – the Locho should remain moist and soft.
In a small pan, heat oil over medium and add mustard seeds and hing until they splutter (30–40 seconds); drizzle this tempering over the hot Locho.
Garnish with fresh cilantro and serve immediately while hot and tender for best flavor and texture.
