Preheat your oven to 400°F (200°C) and set a rack to the middle position.
Trim the fennel bulbs, removing any tough outer layers. Halve each bulb, then slice into 1/2-inch thick wedges.
Toss the fennel slices with olive oil, salt, and black pepper to evenly coat. Spread on a parchment-lined baking sheet in a single layer, edges slightly spaced.
Roast for 20 minutes, flip the fennel slices, and continue roasting for another 15 minutes, until edges caramelize and bulbs are tender throughout.
