Braise the brisket: In a pot, season the brisket with salt, pepper, garlic, and oregano; cover with water and simmer on low heat for 90 minutes until very tender.
While the brisket cooks, prepare the masa dough by mixing masa harina and water with a pinch of salt; knead until smooth and rest covered for 15 minutes.
Form the huaraches: Divide the masa into 4 balls. Pat each into a large oval, about 8 inches long and 1/3 inch thick. Make a slight indent down the middle with your fingers.
Heat 2 tbsp oil in a skillet over medium-high. Cook each masa oval 2-3 minutes per side until lightly browned and cooked through, then transfer to a tray.
Spread a thin layer of warmed refried beans on each huarache. Shred the cooked brisket and layer evenly over the beans.
Make the salsa: Blend tomatoes, onion, 1 garlic clove, and cilantro with salt and lime juice. Spoon salsa over the brisket.
Sprinkle cotija cheese, sliced avocado, and additional cilantro on top. Serve immediately while warm for best flavor and texture.
