Rinse the dried chrysanthemum flowers gently in cool water to remove any dust or debris.
Bring 4 cups of water to a boil in a saucepan. Add the chrysanthemum flowers, then reduce to low heat and simmer for 10 minutes to fully extract the floral flavor.
Strain out the flowers, returning only the infused liquid to the saucepan. Stir in the agar powder while maintaining medium heat; whisk continuously to prevent clumping.
Add rock sugar and honey while stirring. Keep the mixture at a gentle simmer until everything is fully dissolved, about 5 minutes.
Immediately pour the liquid into molds or a shallow dish. Allow to cool at room temperature for 30 minutes, then refrigerate for at least 45 minutes until set and firm.
