Pat the beef chuck roast dry and season all sides generously with salt, pepper, cumin, and oregano.
Heat vegetable oil in a large Dutch oven or heavy pot over medium-high. Sear the beef for 3–4 minutes per side until a deep brown crust forms.
Add chopped onion and garlic cloves to the pot with the beef. Cover with water until just submerged, bring to a boil, then reduce heat to low and simmer gently, covered, for 2.5–3 hours until the beef shreds easily with a fork.
Remove beef, shred finely using two forks, and mix the shredded meat with a ladleful of the cooking broth for extra moisture and flavor.
